Jozini Local Municipality hosted a two-day workshop led by Ms. Bronwyn Govender, the mSCORE Director based in KZN from the Department of National Treasury, to train and capacitate staff, particularly within the Finance Department, on Public Finance Management and compliance. This initiative, taking place on 23 and 24 July 2024, is part of the National Treasury’s broader efforts to enhance the capacity and capability of municipalities in fulfilling their Constitutional obligations for service delivery.
Day One Highlights
On the first day of the workshop, Ms. Govender focused on the importance of the Municipal Standard Chart of Accounts (mSCOA). This key reform, mandates that all municipalities capture their financial transactions using a predefined classification framework. This ensures uniformity in line items across revenue, expenditure, assets, and liabilities, leading to improved financial reporting and accountability.
Participants engaged in detailed discussions on how mSCOA streamlines financial processes and supports better governance and transparency. The training sessions included practical exercises and real-life case studies, which helped staff understand how to implement these standards effectively within their daily operations.
Day Two
Day two of the workshop continued to build on the foundational knowledge provided on the first day. Ms. Govender delved deeper into advanced aspects of public finance management and compliance, ensuring that staff are well-equipped to handle complex financial scenarios. The second day also covered mSCOA Balance Sheet Budgeting, Cash Flow Mapping (mSCOA Circular 10/11) and Debt Impairment and Debt Write-Off.
The workshop was one of many initiatives led by the National Treasury to support municipalities in improving their governance, accountability, and management of public funds.
